CES offers school enrollment analysis and school redistricting services for districts!

Our consultants, Michael Zuba and Pat Gallagher, utilize population and growth forecasting in combination with state-of-the-art computerized data analysis to meet a variety of needs including long-range facility planning and school redistricting for several schools and districts throughout Connecticut.

Factors in Planning

  • Population projection is central to our forecasting activities. We use computational techniques such as the cohort survival method, which is widely employed by the State Department of Education for short-term school projections. In addition, land use and economic-based techniques are used in some projects.
  • Residential development findings are applied to the school planning process. Build-out and growth forecasts, incorporating existing zoning and environmental constraints, provide essential information for policy-making and are a standard element of our municipal development plans. Development analysis and age cohort forecasting supply a wide range of community data.
  • Geographic Information System (GIS) software enables us to conduct comprehensive geodemographic analysis. The extraction and projection of demographic information within school districts or other user-identified boundaries afford quick, cost-efficient computational capability. We can address-match school locations, new births and the existing school population, which allow easy relational analysis among designated variables.

About our Consultants

  • Mike Zuba, AICP, NCI, is a certified planner with over 20 years of experience working in the A/E consulting industry, with a focus on master planning, demographics, and enrollment projection planning for K-12 projects, as well as expertise in land use and zoning. He also has extensive experience serving as a facilitator for public and private clients’ planning processes including master plans, development projects, school redistricting, facility master plans, zoning regulations, and community comprehensive plans. Since 2000, Mike has assisted more than 60 communities on a variety of projects ranging from demographics and land use to comprehensive plans. He understands the complexity of modern planning projects, balancing input from many stakeholders, managing project dynamics, and fostering public involvement. Over his career, Mike has worked with dozens of school districts throughout Connecticut and the East Coast, assisting them with all facets of the long-range planning needs.
  • Pat Gallagher, AICP, is a certified community planner who is passionate about helping clients make informed decisions about their future. He brings expertise in the fields of demography, land use and zoning, geographic information systems, data visualization & analysis, master planning, and community involvement. Pat has over a decade of experience spanning both the public and private sectors. Pat has extensive experience working with school districts throughout the Northeast on enrollment studies, capacity studies, redistricting plans, and facility master plans.
